                                                                  OUR MISSION                         


    In 1860 based on the efforts of such men as Colonel Muckle who founded the Pennsylvania Society for the Prevention of Cruelty to Animals, the Commonwealth of Pennsylvania enacted its first animal anti-cruelty laws. The goal of the law's sponsors was to provide animals with legal protection from human abuse and neglect.

    One hundred and fifty one years later that goal remains an unrealized illusive dream. For those who care about the welfare of animals, the time to make that dream a reality is long overdue. APHE believes that the failure to realize the goal of providing animals with legal protection from human abuse and neglect is the direct result of the privatization of humane police officers and the lack of state funding for the investigation and arrest of those individuals who violate the anti-cruelty laws.

    APHE would like to extend an open invitation, to those who share its belief that a just society cannot tolerate animal abuse, to stand with APHE as partners in a grassroots movement organized to effect a change in the law. APHE believes that change is a necessary prerequisite for establishing legal protection for animals and making that dream a reality.

    APHE invites you to add your voice to its voice to make our state representatives aware that APHE is not a solitary voice standing alone in the night, but rather the initial growl of an ever mounting roar of the voices of voters who challenge the State of Pennsylvania to step up to the plate and assume its delegated responsibility to investigate and enforce animal anti-cruelty laws. 

    APHE is firmly committed to its goal and the roar of the voices of those who care about animal welfare will not be silenced until legal protection from human abuse and neglect is finally secured for those who cannot speak for themselves.
